it's been more than 46 months. you have the right to call because it's longer than the average. They should scale it and give you an answer.
Posted processing time is often not an accurate reflection of true processing times for many and also processing times are increasing in length but there seems to be a lag in reporting this. Best option is to compare to others going through the process for a more accurate idea of processing times.
That seems to be a fairly normal processing times these days. You can call but would only do so if your processing is significantly outside the norm. If 6+ months longer than others for example action may be taken but if others have similar processing times nothing will actually be done even if your case is reported.
your first point is right even though it hurts. The processing time can be something and the real processing time can be something else ( so seeing who’s getting PR is the wiser choice )
for your second point it’s absolute BS. You just picked a number ( 6 months ) and said call after you pass this timeline to get answer which has no evidence backing it . I called many times after passing the processing time and got an answer for what I asked for THE NEXT DAY.
So yeah hereforhelp I advice you keep calling and hope for an answer it’s a luck game from now on.

the processing time is 45 months and I’m exactly at 45 months
try calling today maybe you hear something new
Processing times are estimates not guarantees. Would suggest people look at others with similar application dates for the best information about processing times people are experiencing. That is better info than the IRCC phone line can give you. Also length between P1 and P2 because that has gotten longer as well.

Could you please confirm if anyone who applied for Refugee PR in Quebec but moved to Ontario is processing faster?
I applied in Sep 2023 in Quebec but moved to Ontario almost a year ago and changed my address through webform , but now checking my local MP , and it said 45 months processing time

If you received your CSQ from MIFI after you applied for PR without including it, upload a copy using web form.
IRCC needs an CSQ (it's like an approval from MIFI on your PR), this may help to speed application a little more.
before uploading, name the file like this:
your Last name(s) - your first name(s) - CSQ or full name of it - 1
if you have family just put it in order like : Last name(s) - first name(s) - CSQ or full name of it - 2
Last name(s) - first name(s) - CSQ or full name of it - 3
and so on...
