Does anyone know if these points in particular https://www.canadavisa.com/quebec-immigration-employment.html are counted at the time of the application being sent or at any time throughout its process? I'm trying to figure out if I can quit my current job or not.

It should be counted when the application is being sent. However, the staff will normally add the points you gain after the submition.
