I am not sure exactly what do you mean by the barcode, however, there is a barcode sticker starts with B letter and some numbers attached to the top left side of the letter sent by Buffalo, i have no idea what does that barcode mean, and why did they attach it to the letter (how is it going to be used !).

Regarding your second enquiry, i have never been to the united states, i am an international student in Canada, so i have not submitted any FBI clearance.
