My cousin and wife intend to come to Canada to undergo an IVF procedure (no center confirmed yet), after unsuccessful procedures in their home country. They have records to show
their unsuccessful procedure that warrants the need to try it out of the country. Both are gainfully employed and have other tides with home country, as well as have funds sufficient for the procedure
and other travel expenses.

But they are unsure how to go about with application. Here are their questions:
1. a. Would stating that they are coming here purposely to undergo the IVF procedure negatively affect their chances of securing the visa? That's, would this be seen as exploitation of the health care system of Canada and therefore a outright rejection?
b. If it is a valid reason to state as purpose of visit, would they need correspondence with the IVF Center here in Canada, as evidence to buttress their application claim?
c. What other documents would assist in putting a strong application for this?

2. If they decide to just apply for a normal visa (without stating they are coming to undergo the IVF), will an invitation letter from me stating they are coming for a short vacation be enough, considering I am just a cousin (I am a PR holder)?

If they are going to use IVF as their reason for coming to Canada, then I think CIC will certainly be expecting letters from the IVF clinics that have accepted them as patients and confirming the dates of their visit and treatment. CIC will also want to see that they have sufficient funds to pay for the treatment. I would recommend that they be able to show a bank balance with at least $25K in funds.
