Can the accused stay in the Canada, and serve out the 6month ban? Then apply for a new study permit in Canada after the 6mo?
Because their country has COVID infections severely?
Can student appeal?

You can't apply for a study permit from within Canada. Only from outside of Canada.

Given your history in Canada, if you don't leave soon and then spent time in your home country to re-establish ties before applying for a new study permit, I don't think you have any chance of being approved. My recommendation would be to spend at least a year in your home country before reapplying for a study permit. Right now your profile isn't that of a genuine student given you dropped out of school two years ago and then worked illegally.

I don't see the point in appealing anything. Appealing is where IRCC has made a mistake. IRCC has made no mistake. You clearly violated the terms of your study permit and worked illegally. Time to leave Canada if you want to be able to return some day.
