PTRD application: Email Vs PR portal?

My PR has expired while Im outside Canada and planning to apply for a PRTD as I need to go back to Canada. Should I apply online through PR portal or via PRTD email? Which one is faster?

You cannot apply to renew your PR while outside of Canada. No idea which route is faster for PRTD (may be the same).

Sorry I meant I want to apply for PRTD to travel back to Canada. Post is edited now with correction.

I may be misunderstand your point but I thought the email was for people located in areas where the VAC is closed, and that if the VAC is available you have to go through that. Is any PR able to create a portal account and apply through that?
