It’s been 33 months since submission; I only received the file number, and I’m still waiting for the sponsor-part approval. What is happening at IRCC?
There is a huge backlog of applications and there has been a decrease in quota for privately sponsored refugees

If there is a backlog and quota restrictions, why does the IRCC official processing time page currently state 27 months for PSR applications from Türkiye? Wouldn't that official estimate already account for the backlogs?
Also, since other applications submitted around the same time and even 5 months after mine recently got approved, do you think files at 33 months are just stuck in the officer review queue, or should we expect further delays due to these quota limits?
Processing times are estimates and are often not representative of actual processing times for some reason. They are also often reassessed.
Would prepare because processing takes many years. There may be no movement of your application for up to years during processing. If you have other routes to immigrate to Canada I would pursue those. For example if you could learn French, if you have some sort of postsecondary training or education and you are under 40 most could get PR at the moment.

My friend also has the same and his application just take 14 months from Uci number to arrive to Canada . He has his application submitted on April 2023 and fly to Canada on June 2024.
That is incredibly unusual. Was he part of the Afghanistan program? A minor? His application must have been flagged for urgent processing for some reason. If you look at other applicants most have been waiting for years. There is also a decreased in PR quota so that is also is having an impact on processing times.
No he was an Iraqi citizen who was under international protection in turkey like me and his brother was his sponsor
