PRTD in Spain aka stranded in Spain.

Hello there,

I am a new PR and got my COPR on March 8 2021, Ever since then, I have been waiting for my PR card for more than 9 months, I was upset and want to travel so I went to mexico, when I return back to Canada, they allowed to me enter Canada with my COPR which I was very surprising, then I went to Europe for a month and shit happened when I return back to Canada, I got rejected at Spain Airport and now i have been stuck here, I recently submit my application to VAC in Madrid, they allowed to submit them in person which they do not want but i did it anyway, the problem with submitting your application in Madrid is that they do not accept cash nor credit card, they do not even have machine at the VAC, you must make International tranfer aka wire transfer or get your Spain local bank card to transfer to this place. Process fees is 38.35 pls express post fees, so total for me was 60.40 euro.
Now the Vac centre in Madrid, Spain will process my document and send to Paris office, they said if i was lucky, the passport will come back in a week, if not, months!

I will update you guys my process, I am sure you guys would be interested to know how long the process will take.

If you haven't used the COPR, it's not surprising that you can come back to Canada from Mexico; and once COPR is used, it's only good to travel if one come back to Canada from the US on foot or private vehicle.

Hi everyone,
We got our PR oct 2021. After 14 days we travelled to nepal due to family emergency.before this i got my PR card but my wife she didn't get her pr card. We applied for PRTD Jan 2 2022 from nepal by email. But till the date we didn't got any response. Any suggestion please.

Reading various comments, I gather that it may take from 8 days up to years to get PRTD application processed and (if approved) travel document received.
Knowing how the system works, I would avoid traveling abroad and relying on CIC to issue my PRTD while I was abroad. I would apply for it and wait in Canada until I had it in my hand., and only then travel out of the country. Needless to say, it's a third world country standard for a government agency to thus treat the PRs who need the instrument necessary to freely travel in and out of Canada. And it's so self-contradictory: on one hand they claim is enormous shortage of population in Canada and bring new PRs with such an effort as if they are an energizer bunny on steroids. But as soon as PR landed, they are out of resources to produce documents he is entitled to as PR, and suddenly there is requirement to have "Canadian experience" to get a job, so the former doctor and engineer or other highly qualified specialist ends up driving Urber and moving pallets at the warehouse..

NOT knowing how the system works and being inclined to make grand sweeping statements with nothing at stake, one will draw erroneous conclusions.

The problem with how PRTD is reported here - and the error in analysis above - is that there are (broadly speaking) two types of PRTD applications that are quite different in substance and will have very different processing times.

1) PRTD applications by those IN COMPLIANCE with the residency obligation. Generally handled reasonably quickly (weeks or small-number months), although criticism of how quickly and with how much transparency by IRCC is or can be valid. To the extent there are facts to be determined, to a fairly large degree they are generally things that can be settled by documentary evidence or (esp now) records that are already held by the government. Once those facts are accepted, there is very little subjective judgment involved at all - it is simple arithmetic, in compliance or not.

In short, far fewer borderline cases or denials, so also few crazy outliers of years in process plus appeals.

Also worth remembering that (by definition) ALL of the PRTD-applicants in this class WILL be admitted without being reported as long as they can get to a port of entry (i.e. enter by land from USA) - and therefore some quite large percentage of Canadian PRs who have access to USA can simply fly to Buffalo or Seattle and get a cab to the border. And therefore many probably won't apply for PRTDs at all.

2) PRTD applications for those OUT OF COMPLIANCE, and therefore applications that require an H&C judgment, with a very high degree of variability in the factual, legal, historical, personal and every other factor that may need to be analyzed (or indeed in some cases investigated - both documentary evidence and the truthfulness of the claims, etc).

Further, many of these applications are denied - for which the speed of denial is less important than substance because these denials can be appealed (and any time estimates go out the window). Lots of outlier cases.

By definition, ZERO cases that do not require a relatively high-level, partly subjective judgment by a person with specific delegated authority (and possibly consultation with government legal services and other branches of government).

Yep, if you are a PR abroad and out of compliance with the RO - expect longer processing times (although some cases will be easier and more quickly processed than others).

Now, none of this is to argue that getting a PRTD is fun, nor that the processing times can be relied upon (shame, IRCC). But the situation is nowhere near as bad as the (uninformed, tendentious) post above implies.
