Generally, all provincial nominee programs are open for the streams that require a job offer from an employer in the province. For the few that do not have this requirement, the only one that is open to my knowledge at this time is that for Manitoba. While the program does not require a job offer, it does require some kind of connection to Manitoba, be it at least 6 months experience working in the province, a relative or a close friend living in the province who is willing to get you set up for success to immigrate to Manitoba. The process is not unlike Express Entry where who submit an Expression of Interest, and they draw the highest scoring candidates. Eligibility is determined based on a 60-point requirement for their own grid (which differs from the Federal grid for Express Entry and that for the Saskatchewan Provincial Nominee Program).
