PNP criteria in your EE profile means, if you have already received PNP nomination.
If you are refering to Ontario for example, you need to follow up their website closely in order to see updates and also comments on this forum. it seems that on February only people who had fresh EE profiles (new ones or recreated) and were above 400 points got invitations to apply from Ontario.
