Almost all PNPs require that you have a job offer !!! If you have one you get 600 points ,and if you have these 6oo why would you ask for a PNP ???

you are partially right,

for example i was checking BC PNP, you do not need a job offer, but the processing time to obtain a PNP is an approximate of 15 month!!!!!! so that employers in BC match your job requirements,

i dont know whats happening ... it seems in order to be issued an ITA, you must have had canadian work experience or a job offer/pnp,

as for us, we are left outside awaiting their mercy to pick us up,

The point is,they used to take certain caps for each NOC,theoretically now one NOC can occupy a large number and the other occupies zero !
