provincial nomination if sibling is a citizen

I would like to know if am I eligible for Nova scotia provincial nomination programme,if I claimed points for my brother who is a citizen and presently in Toronto.
My CRS is 290. My IELTS will expire in 10 days time. If I am eligible for PNP than I will reappear IELTS, otherwise I don't want to invest.

Nova Scotia PNP has a specific list of occupations in demand. Share your NOC and i can tell you whether you are eligible or not.
