I received my CSQ in 2013 and applied for PR(Federal government) about the same time. Right now I am a student outside of Quebec, recently I have received an e-mail from Case Processing Centre in Ottawa asking:

ü It appears you are currently residing outside the province of Quebec. Please provide your plan to settle in the province of Quebec. This must be accompanied by evidences: please indicate the date you are planning on relocating, indicate what steps you have taken in term of employment, housing, etc…

could someone please help with how to respond to this request.

You need to show hard proof that you plan to relocate to and live in Quebec. Evidence could be: employment offer in Quebec, proof you are going to be switching schools and moving to Quebec to complete your studies, etc.
 
Thanks. I Don't have an offer from anywhere yet, I have applied to bunch of colleges and universities, that's all I have. Also I am finishing my PhD so changing school is not an option. It is weird if they expect me to have a job offer then give me the P.R. It is suppose to be the other way around.
 
Then focus on what steps you taken in terms of housing / relocating to Quebec, etc.
 
Thanks. Could you please give me some hint about Housing/ Relocating? I have lived in Montreal for three years, and I still have some friends there. I can put their address as I can stay with them and they can confirm that, would that be enough?
