Protected person open work permit application

Hi,

I’m a protected person since 2006. My work permit expired In 2009. I don’t know how to apply to a open work permit so can someone please explain how to do it given that my protected person decision letter is not with me currently (passport Canada has it). I created a ircc account but I don’t see where to apply or upload an application? Do I upload the form? I need a step by step explanation as I only have my drivers license and health card as ID

Why does passport Canada have you NOD? Have you not applied and received PR and if so why not? Have you been living in Canada since 2006? There must be more to this story.
