If you are allowed to work in the US as an auditor without a certification, or without being a member of the US Association of Accountants (or whatever it's called there), then you're surely ok. If a certification or association membership is required to work as an accountant in the US and you don't have that, you can still claim it (well, you can claim anything you want...), but if CIC asks for proof of qualification, then you'll be in trouble.
The NOC categories apply for people who work in Canada.
Mind you, once you get in Canada, if you want to work as an accountant, then you'll need to comply with what the NOC describes.
