From the original post:

"Under the old rules, there was no objective way to test language abilities of applicants. Under the new rule, applicants must provide objective evidence that they meet the language requirement, achieving the Canadian Language Benchmark/Niveau de compétence linguistique canadien 4 in speaking and listening, when they file their application. Applicants will be required to submit acceptable evidence..."

thank you for your reply.

just one more question - what are the required points for the application - how they can determine who is eligible?

there should be more info about the requirements. I check application form for the IELTS test, there is no place in there where we can explain the reason of the test for citizenship application.

CELPIP has launched a newer version of test just for Canadian Citizenship. It is called CELPIP General - LS

for listening and speaking only. It'd cost CAD 150 + HST.

thank you for your reply.

I found more info about language benchmarks on the CELPIP site:
http://www.celpiptest.ca/about-celpip-g/test-format-and-scoring/

does it mean Level 2 Minimal Proficiency or Level 4 Adequate Proficiency is counted as Benchmark 4?

Level 2 Minimal Proficiency sounds too low.....

IELTS is valid within 2 years only. By the time you become eligible to apply for citizenship it will expire and I guess you will have to get another proof.

Wait until Nov. 1 when they implement the rules. It is possible that they will accept an old IELTS for citizenship even though they don't for immigration.

Ah PMM, more of your all too frequent condescension. I am not an idiot. I know how the parliamentary system works; thank you very much. BTW, that has nothing to do with a parliamentary system. Regulations are changed in Presidential/Separation of power systems all the time, as well. But you would think something like changing the citizenship process would involve some public debate. Could the opposition perhaps have the opportunity to give its input on these issues in front of the nation?

I think you will find that the majority of Canadian citizens are totally in agreement with this new rule. One of the major criticisms of immigration and new citizens is their lack of good English/French. There has been tons of 'public debate' on this subject and everyone concurs that English language proficiency is probably the most important factor to becoming a citizen.

I doubt any political party would back a regulation that allowed someone to become a citizen who could NOT speak good English or French.
