As per current trend, You will only get ITA if your CRS score is 455+. If you have this kind of score but funds are not ready then wait till you arrange your funds. If you are below 450, go ahead and create your profile no harm in that and arrange your funds in the meantime.
CIC requires funds to be in Primary applicant's account for 6months or else a person needs to submit various documents to prove that the funds are his own (and not a loan or borrowed) or they are a gift and are not required to be returned. But this needs to be done After ITA or if you apply for Provincial Nomination Programme (PNP) of various Canadian provinces.
