I guess that CIC is absolutely capabale of prompt apdating and this is that thay actually do. But - they can only give information on applications which have already been opened and processes. And obviously processing takes time.

As to tons of envelopes which are currently dumped in mail rooms or elsewhere waiting to be opened - CIO cannot provide any information on them as they basically have no clue what is inside.

BTW what happens to the money you paid if the quota gets filled up?

The whole application is returned to you unprocessed. So CIC doesn't take your money.

So does it mean that i can give my IELTS this year and get my educational qualifications verified. If I dont make the cut this year, then I can try next year through the express entry mechanism.

The only way I could lose some money is if IELTS score or verifying educational qualifications is not required in express entry next year.
