i am a student from india and came to canada in september 2017 in diploma of business management of 2 years . but now i want to change my programe and take any one year programme can anyone tell me that i would be eligible to get work permit and apply for pr in coming years or not?

Well you might have had more chance longer term sticking with a 2 year course to get a 3 year PGWP.

Flipping to a 1 year course you may only get a 1 year PGWP and by time you find a full time job chances getting the all important 1 year plus Canadian work experience are slim.

Add to that the clock is ticking to get acceptance for a January intake so you need to be wary when/if you drop your current course in case you exceed 90 days between full time courses when it could be possible your current study permit gets cancelled for non attendance.
