are process times listed in the cic website taken from when the visa office receives your package?
or from when the finally decide to open my package and begin processing?

if its the latter, that's ridiculous, considering i know of an application package that was sent to canada in august approved, then sent to my VO office recieved there in November, and a couple days later they were receiving passport request and had visa in passport by december.
While mine sat on someone's desk from june till november (5 months) when they finally started to process it, and this guy sat for a couple days basically and they had opened the package and made a decision.

How does that make any sense......

I've been a year since I sent to canada, end of june I will be 1 year since the VO recived, and in cic website it says its 10 months.

That is for 80% of the application that get submitted check you acknowledgement letter to see the time span of how many months applications are processed.

Well on my AOR it lists 12 months.
However 1 month after they received my application an additional office was opened for visa applications, reducing the amoutn of time for permanent residence applications and thats when it dropped down from 12 months to 10 months on the CIC due to the other office.

But how is it that my application sits 5 months on someones desk, while others that have been received after mine are being opened, processed and approved, while mine still sits closed on a pile....???
