processing time changed ( study permit)

hello guys
Today I saw on the official ircc website that the processing times changed. To be more specific the processing times for all countries have gone down which is a good news !! Do you think now they will start processing the second stage ??

processing times for Pakistan, China, Brazil and USA still more than 18 weeks. It looks like they won't start second stage so soon.

It's not accurate. The time you see is calculated automatically every week based on the number of finalized applications. Since IRCC only issues AIP and not finalizing so many applications at this moment, all the files interpreted still in the queue; therefore, the number increasing all the time.
