Processing fee bank draft for child born out of Canada

Hi,

Does anyone know to whom should the bank draft be addressed to paying the processing fee for a child born out of Canada ?
Would it be the same as "Receiver General of Canada" ?

Note: The fee has to be sent to Canadian Consulate, Detroit.

If paying in US funds, make your payment instrument payable to the Consulate General ofCanada (or, if applying in Washington, to the Embassy of Canada). Payment in US funds by bank draft or certified cheque must be drawn on a bank located in the United States.
If paying in Canadian funds, make your payment i nstrument payable to the Receiver General for Canada. Payment in Canadian funds by bank draft or certified cheque must bedrawn on a bank located in Canada.

Yes, but it has to be payable by a bank in Canada, if you intend to send it to a US office.

You can get a bank draft issued from any major bank in Abu Dhabi that has operations in Canada. You can take help from your friends or relatives.

You can get a bank draft issued from any major bank in Abu Dhabi that has operations in Canada. You can take help from your friends or relatives.

Even if a Bank does not have operations in Canada, major banks do have correspondent relationship with Canadian Banks and can issue CAD Drafts.
