ME and Wife is going to apply for PR from the canada, we r indian citizen my Question is that:-

1. i was in UK for two years and Switzerland for one year, should i submit PCC for the period that i was in in another country, and i m not the primary applicant
 
Yes - you will have to submit a PCC for both the UK and Switzerland.

The PCC may be no older than 3 months when you apply.

can i asked you a doubt i was in London in the year 2009-2011 if i take the pcc now the will it valid for lifelong.

As Leon explained, the PCC cannot be older than three months when you send it to CIC. The PCC is then valid for a year.

So no - unfortunately the PCC will not be valid indefinitely if you get it now.
