Process to apply for open work permit

Dear Forum members,

My wife is currently in Toronto and working for an IT firm on work permit. Her company has processed my visitor visa and want to know the process to convert it into open work permit. Can I apply being in Singapore?

We also have an Express entry profile and waiting for our ITA.
