process of conditional offer letter to unconditional?

hi,
i was wondering what is the procedure to process conditional offer letter to unconditional?
if i can reserve my seat through conditional offer letter!! and then later on process it to unconditional?????????
actually i had not yet taken ielts exam and if i waited to jan 31,seats may be occupied. plz tell what should i do
