We are sponsoring my nephew and after 3 years we heard from CIC. They sent us a Procedural Fairness Letter as he may cause excessive demand on social services. My inquiry are: 1. Does anybody know what includes in the homecare services and any estimate how much they cost roughly so we can have an idea. We are trying to lessen the estimate amount of his care here, but we can’t do it without knowing what is included and how much do they cost. 2. Does anybody know where to buy a medical and dental insurance plan that includes rehabilitation as well. Please help
 
If an illness or injury has already happened you won't be covered by a new insurance policy. Without any knowledge about his medical issue it is hard to tell.
 
He has a Cerebral Palsy, wheelchair bound, total care dependent.

Unfortunately you will never be able to get his healthcare costs under 20K/year. Going to a rehab school and the services he would receive just during the day from OT, PT, speech pathology, etc. would be over 100K/year. You and your spouse will also have to be prepared to do the majority of the care because you only get so much coverage per week and it will not get close to covering his needs. That would still probably mean that he receive 5-10k of services per month. There are barely any services for children after age 21 so you would be responsible for most of his care. Unfortunately I can't see a way how he would be covered. Is he an orphan? How are you sponsoring a nephew? If his parents are alive there would also be an issue of adoption of convenience.
 
I am just gathering info for my sister, she is the one sponsoring him and the rest of the family. There have been changes with the term homecare services, I believe it is now mainly his medical needs to be seen by specialist, respite if it is needed, some medical devices that he will be needing and physical rehabilitation like that. Unlike before that it includes special education or so.
 
In some of the large cities they have rehab schools where it is not just special education they do PT, OT, speech therapy, have nurses to address things like tube feeding, seizures, etc. That would definitely still be counted even if the cost of the small class size and education might not be. There are so many issues. The system for these children is at capacity and there is a 20 year wait time at least for a group home once parents can no longer care for their child at home. The current wait list of 20 years is a long but they anticipate a huge surge in demand making the wait list even longer and not much has been done to address the issue. Things like wheelchairs and other medical equipment are not all covered by the province but some of it is, if the child is tube fed all those supplies plus formula is extremely expensive. Then there is the cost of botox if it is used which is $800 a vile. Surgery may be needed to deal with rigidity. MRIs. Braces. Treatment and tests if seizures are a factor. Hospitalizations for colds or aspirations. You can go on and on. Unfortunately I can't see how a high needs CP child would even come close to qualifying. I am sure your sister knew that the medical costs would exceed 20K/year. It is of course disappointing.
