Even if he technically parried the question it is not said we shld abandon him when he seeks our help. I still want to believe that few cases of ths nature might have been favourably reconsidered in the past & he too may fall in that category.

No, there was only a letter issued without indicating my name on it. My passport didn't have that stamp.

In this case, it was recorded in the system only.
 
I sent them the letter and received the Refusal Letter.

I just do not understand why they are trying to give opportunity to represent it then refuse. There must be a way to satisfy them, since they will refuse straight forward instead of sending a letter.

Does anyone have suggestions in such case ?

One of the best thing about Canada; they just don't give second chance if your break rules. You have paid price for your misrepresentation.

If I reapply the case, would I have a chance to get approved ?

They indicated that I can reapply when there are significant changes in my application. In this case, the change will be " No" to that question. Should I write an explanation letter or something like that ?

You can apply again if they haven't banned you for 2 years under misrepresentation.

The purpose of the procedural fairness question is to give you an opportunity to correct an error CIC has made. In this case CIC thought you had been refused entry to a country but failed to state this in your application. If you had NOT actually been refused entry to a country (in other words, if CIC was mistaken about the refusal), the letter was your opportunity to correct this error.

However you had in fact been refused and CIC was correct. So there was really no argument to make in your favour in the letter and a refusal was guaranteed regardless of what argument you provided in the letter.
 
Yes you can re-apply but ensure that you answer that same question correctly. It should be a "YES" answer and now state that you have 2 visa refusals in the past, 1 in the US and now 1 in Canada i.e. this recent application.

Canada always value "honesty", it doesn't matter to them if you said everything weather it's a negative or positive as long as you declared it on your application and your true genuine intention of coming to Canada. Good Luck in your next application.

Incorrect. Reapplying is only possible if CIC has not made a finding of misrepresentation. If CIC has made a misrepresentation finding, this comes with a 2 year ban from Canada.

You should reply to the letter with as much evidence as possible from your babk that the statement is real. Approval is possible.
