Problem with file sizes! Need advice

Ok so in order to prove my financial assets I am wanting to upload sponsorship letters, bank statements, salary slips from both parents, however I converted the files into PDF hoping it would bring the size down, I am still at 16 Mb and the allowed limit is 4 Mb, even in a JPEG format the file is too big, how do I go around this when it is necessary to upload all these documents? And I scanned the documents with a low DPI as well, I have even tried compressing the PDF files however I am still above the 4 MB.

Page 1-3 is sponsorship letters & general information
3-5 is sponsorships passports (my parents)
5-7 is bank statements
7-9 is income tax returns
9-21 is salary slips 6 months for each parent.

open the jpeg files in Adobe Photoshop.........and Click file>save as> you will get properties there where you can use the minimum filesize........I reduced my Images in that way and later combined all the documents using Adobe Acrobat........it worked........also one of my file was 4.2 or 4.3 mb and it uploaded without any problem so I guess just a slightly bigger than 4mb is considered..........
