Private/Public education funded institutions?

Why are Private Education Institutions not valuable as much as Public ones. Most of their programs are not eligible for pgwp,
Are they some sort of walkthrough colleges or curriculums somehow don't match all requirements what's happening?

Private colleges are most likely “college mills” that are there for international students. These are for profit institutions and few employers know about them. Few Canadians go to a private college. Public colleges are funded by provincial governments & are regulated under provincial legislation.
