Principal applicant died before landing can spouse land?

Hi Guys, Need urgent help. My friend who was principal applicant, received his passport stamped with PR visa, but he did not do landing. Unfortunately he died before landing. Question is can his spouse still land and get PR?
She does not have any work experience in Canada.

Sorry for your loss. Unfortunately, I believe the spouse and other dependants can't land in this case. Good luck!

I think I recall reading a few similar cases in the past where the dependents appealed and were allowed to land. I do not know if this will still be possible now. They can try contacting IRCC.

Sorry for your loss. I heard of a similar case. The family landed and Canada did not turn them back. They are settled now. I think they should try.

That link is for when the PA in a parent sponsorship app dies; the PA is interchangeable in such an app. This is NOT applicable to OP, where the PA was the person actually qualifying for immigration and the spouse was only a dependent.
