In addition could you also confirm if i am the secondary applicant, can i sponsor somebody like my mother or it has to be done via primary applicant?

There is no difference on lines of rights between primary or secondary application, a PR is a PR, but can siblings be sponsored through family sponsorship program ?

Only if they are orphans and minor. Or if they are minor and you sponsor them with you parents.
