I previously submitted an EOI for Employer Job Offer stream and i received an NOI but for some reasons i had to withdraw the profile. I didn't paid for it obviously too.
Likewise, I had my express entry profile previously in the pool but i withdrew it and created another profile.
Now i received an NOI HCP and i am a CEC. What should i answer for these 2 questions, yes or no?

- Have you, or has your spouse or common law partner, or any of your dependent children (if applicable), ever submitted or been included in an application for permanent residence to Immigration, Refugees and Citizenship Canada?
