Does this mean my application is approved? Because never mentioned in the letter. Just a pre arrival service.

I don't know for sure.
But when I got my PR under skilled worker, I got those pre landing papers with my stamped passport and copr.
 
Here's an update on my app:

After receiving pre-arrival services email last friday, december 16th, my ECAS changed to Decision Made on dec. 20.
then today, dec. 21, i got passport request.

So ppr is coming soon....and visa after

Pre-arrival services are for people selected to immigrate to Canada. Congratulations! Just a bit more patience and you will soon get PPR then VOH afterwards :)

I work at one of the 24 authorized pre-arrival services centres :)

We provide pre-arrival information and orientation regarding settlement services. We tell newcomers how to enroll their children in school, how to sign up for the province's medical program, how to receive free English classes, how to look for jobs, etc. And we present webinars on topics like how to prepare for winter and where to get proper outerwear, how to file a tax return, how to find traditional and ethnic foods in the city, etc. All pre-arrival services are free and funded by the government (IRCC).
