Pre arrival letter and decision made

i received pre arrival on Junw 3 2018, BGC started June 21, no update after that/ My husband says since he is the one who is there for me and I am not going there fpr wprk. upo dpnt need to do pre arroval online. Dis that delay my process I am waiting almosot three months after pre arrival

Iam not sure but if Iam n your shoe I will contact Ircc and inform them

This is welcoming letter means u r approved some times PPR and pre arrival letter come together in other times pre arrival letter comes first happened to me. I received PPR AFTER AWEEK

But there is 12 month time period and my this time period will complete in start of November . Is it possible that I got my visa before it completes?
