As many times as you like but if you don't qualify, they will keep rejecting.

There is no limit as long as you continue to meet the eligibility requirements. However, as each refusal adds more information to your file, the scrutiny of each new application is likely to be increased. You would need to resolve whatever issues caused the previous refusals.
