My wife was approved for PR in July and went home to the Ukraine to visit however she went to apply for the PR Travel Doc. They wont tell us how long it takes and we have return flights booked, anyone submitted this before in any country and can give an idea of how long this will take? What happens if we don't submit it, and just take the actual paper with us will she have issues coming back to Canada?

any help or advice will help.

Assuming she has already landed and become a PR, she requires either a valid PR card or valid PRTD to return to Canada directly by flight. The airline will not let her board the airplane without one of these items. An alternative would be to fly to the US and then re-enter Canada by land (if she has a US visa). In terms of PRTD processing times - they do vary - plan on at least a week. Recommend you post the timing question to the PR Residency Obligation section of the forum. You might get a response there.
