Do you have a spouse or children? Are either or both of your parents still alive? Do you have any other family in Canada (aunts, uncles)?
If the answer to any of these questions is yes, then sponsoring your brother is not possible.
He will either need to qualify on his own through a program like Express Entry or be sponsored together with your parents if he is still under 21 and the parent sposnorship program reopens in time (and you qualify and are selected).
