Has there been any official statement from Canada govt for PR holders who are unable to come back to Canada due to travel ban and are facing strict timelines of spending 2 years inside Canada?

Any relaxation of time or PR extension in those cases where person is unable to travel and come back to Canada due to travel ban?

No official statement, no. But the existing policy requires them to consider "circumstances" and obviously a ban on flights will be taken into account. Or indeed must be taken into account, by law.

Obviously this does not mean that all non-compliance will be "forgiven." But for those whose non-compliance is directly caused by flight bans (ie dates correspond to flight bans) and who return as soon as feasible, chances are good (possibly very good) that they will be let in to Canada with no formal report about non-compliance.

Beyond that - details matter and all cases are individual.
