Pr renwal transfered to a local office

Hello our PR renewal documents where recieved on sept 12 2019, they have told us that our PR renewal process was transfered to a local office.
Almost 5 months and still says "in process"
How much more time could it take to make a desicion?
Why is it that it was transfered to a local office?
Any advices?

Are you in compliance with the residency obligation or are you close to not meeting ?

Only speculation on my part but maybe a secondary review or an interview required was there no contact available when you were told about the redirect ?

We meet the 730 days in five years, what they've told us is that we are in further assetment, and the status is in process.

I just think that 5 months are way too much!! Or we are in the normal time frame.

I would love to know, why a pr renewal could be in further assetment?
And how much time I should expect it would take for them to make a desition?
