Hi All,

My PR Card will be expiring in January of 2016.

I have lived with my Canadian Spouse OUTSIDE of Canada (in the US) for 4.5 years.

1. Am I still eligible to renew my PR Card since my spouse and I have been living together outside of Canada?

2. If so which Forms do I fill out for this renewal?

3. Should I apply inside or outside of Canada? (I live 2 hours away from the border in Seattle, WA).

I have checked the regular forms and maybe I missed the section which asks if the Canadian spouse has lived with me outside of Canada.

Picking up the new Card inside of Cananda is not a problem for me since I live so close to the Vancouver/Seattle border.

Assuming "Canadian spouse" means your spouse is a Canadian citizen (PRs are "Canadian" as well, not "Foreign Nationals," as under the IRPA there are Canadian citizens and Canadian PRs), living together means you are in compliance with the PR Residency Obligation. So your PR status is intact, not at risk.

There are, however, other eligibility requirements for being issued a new PR card. Just having valid PR status does not suffice.

If you are living outside Canada, even if just across the border, better to wait until you return to live in Canada before applying for a new PR card.

PRs do not need to have a valid PR card, except for purposes of boarding commercial transportation destined for Canada.

Yes, many PRs in circumstances similar to yours will use a Canadian address to make the application. And it often works. Personally I do not recommend playing games. Only use where you actually live as your address. If that is not in Canada, better to not apply for the PR card until it is in Canada.
 
thank you for that, so my PR document (not the PR Card) will always stay valid as long as my Spouse (Canadian Citizen) is with me?

Once we come back - I can apply for a Card then?
