Processing times have decreased for both asylum and H&C so it makes sense that H&C rates may decrease a little bit. The timing of the data also paints an incorrect picture. There are a bunch of 2nd stage approvals that are waiting in a queue and there were a lot of approval in the spring/summer. H&C is always tough to get and a last chance option.
