PR+OWP+Study visa. Biometrics?

I applied PR+OWP inland, and study visa outland.

I'm not required to give Biometrics for PR since People who apply from inland are temporarily exempt from giving biometrics according to CIC

Those who applied from outside of Canada aren't exempt from this.

I'm inside of Canada right now.

Will immigration officer take these into account and give me an exempt from giving Biometrics?

No, you will not be given an exemption for the study permit app. As explained in your previous threads, you will have to leave Canada to complete biometrics.

And it says they are already doing background check.

Okay. Still no biometrics letter for 11 days. Do you have any idea? Do you know if other people are experiencing such delay?
