I’m an American citizen, and my pr card has expired and I have sent an application to get a new one, but I still haven’t received it yet. I’m leaving in 4 days to go to the states and I’m only spending 3 days there. Can I still come back to Canada without my pr card or a travel document?

yes, US citizens don't need neither visa nor eTA

Just board like other US citizens, don't tell the airline you're Canadian PR. Once at Canadian border, CBSA can easily verify you're PR.
