If I been out of status for 2 years can my husband still sponsor me to stay inside Canada I am from UK inside Canada and he's from Canada

Yes. You're not eligible for the inland OWP but he can sponsor you.

He can sponsor me for pr right and spousel that's the same thing k h p

He can sponsor you for PR. You can't get a work permit during the application process.
