PR holder who works in native country

We just received e-mail for sending passports and get the PR card. However, we are changing our minds now. So, the idea is if we do the landing procedure to get PR card (just in case we change our minds in future and want to move in Canada) and come back to the native country and continue with our lives there (we have jobs here that we do not want to lose), do we have to pay tax in Canada although we will not be living nr working there?

No - you don't pay tax in Canada.

Keep in mind that after getting PR, you must live in Canada for 2 out of every 5 rolling years to keep your PR status. So if you decide to want to remain PRs, you would have to move to Canada within three years of becoming permanent residents.
