Hello. I'm a foreigner worker, my working permit goes until 2028. I'd like to know what is the best way to get my PR card

Well you need to be eligible and be invited with a high enough CRS score for express entry or through a PNP program. Or have you been invited to apply for PR?

What is your NOC? ECA? Language scores?

I haven’t passed the language test for now. It’s the first thing I'm planning to do before to start the process. For the moment I didn’t do anything

So research Express Entry? You need language tests (CLB7) and ECA to even submit a profile if eligible. What is your NOC? Degree? Age?

BTW you posted in the wrong section. PR Obligations is information for people after they became PR.

And you apply for PR, not the card. The card comes after you became PR.

Search information about Express Entry and see if you can score enough to even submit a profile. (hopefully your job NOC is in demand and you are well educated (B degree or master)

Yes, this is what I'm going to do. I'm a CNC machinist. I have a professional training for my job, but I haven’t studied to the university. I'm 39 years old

Do you have a diploma or ECA for any education? Your age and no degree may not get you PR through Express Entry unless become fluent in French. Or see if PNP is an option.

No I don't. This is why I'm training in French to do the test in this language. After getting it I will start the PR process

You cannot start the PR process until invited. You may not even be eligible to submit a profile (FSW until eligible for CEC) with no education and your age. If fluent in French and English then score may be high enough. What is your level of French? What province.

Ok. I'm living in Quebec and my French level is B2
So if you are living and working in Quebec, you really are not eligible for Express Entry unless you move to Ontario. Quebec has its own immigration system. Move to Ontario and become a tax resident with Ontario driver's license and health card. Commute to your job. With no education and age, check your CRS score.
