PR Express Entry - Family member country of residence on USA F1 Student VISA

My brother is in the USA, with F1 Student VISA. He's been there for the past 3~4 years. In his passport however, the country of residence is his country of origin.

When I add him under my family members in the profile, is his country of residence USA or his country of origin?

Since he is in the USA with F1 and spending most of time studying there, I guess his country of residence is "USA" as far as IRCC is concerned.
