there are so many posts on this subject here, did you read any of them. PR cards expire PR never expires just can be revoked or renounced.

Basically your parents have failed the residency obligation by not spending 2 years out of 5 in Canada. To travel back to Canada they will need to apply for a PRTD and that is where the problems will start given it will highlight failure to meet residency obligation and initiate potentially losing PR status. They cannot renew their PR cards for the same reason but without a PR card or a PRTd they cannot fly back direct to Canada as the airline will not let them board the plane.

Alternatively they could travel to the US assuming they get a US visa and cross the land border, still risk being reported for failing residency but if lucky and not reported they stay 2 years without leaving then residency would be reset.

Again alternatively if they can show very strong compassionate reasons why they had to return to India and why they failed residency they might get a PRTD approved that way. Approvals this way are very diificult to achieve and depends on circumstances being a watertight case.
