My Parents got PR in Sept 2008. Since than they lived in Canada for 7Months only. their PR expire on Sept 2013. if they cant stay canada for 365x2 days (which is now not possible) thier PR status will be expired.

Is there any way to extend it?

There is no way to extend the PR visa. Your parents need to meet the residency obligation (730 days in the last 5 years) if the want to retain their PR status.
 
Just to add, if your parents are in Canada now - they should remain in Canada without leaving for even a day until they meet the 730 day (in the last 5 years) residency requirement. If they do this then they will be able to renew their PR cards (even if their PR cards have expired). However it's important they not leave Canada until they have met the residency requirement.

If they are outside of Canada then they should return as soon as possible and not leave until they meet the residency requirement.
 
To add to what scylla said, because immigration does not know where each PR is staying at any given time, if they are in Canada now or if they arrive now with their still valid PR cards, they will most likely not have any problems. What they would then have to do is to stay for a full two years without leaving even though their PR cards expire in the meantime. After the two years are done, they meet the residency requirements again and can apply to renew their PR cards.
