Can one send PR card to someone outside Canada through courier

Also can family member carry PR card of another family member outside Canada, by hand

Some where on CIC website means nothing. I don't think so!!. PR card can be sent by courier,or even by post. But sending by courier or Express post is more safe.
 
I had my PR card sent via UPS from Toronto to the UK, via (as it happened) the USA.

The envelope WAS opened by Customs in the USA or the UK but it was allowed through and I now have it.

So, yes it can be done, even with official scrutiny.

That 's good news , but why the CIC website saying it's not allowed to be mailed outside Canada !! http://www.cic.gc.ca/english/helpcentre/answer.asp?q=061&t=10

Yes. If you are a new permanent resident, you will get your permanent resident card by mail.

I am already a permanent resident living inside Canada
Most permanent residents in Canada replacing or renewing their PR card will receive it by mail.

However, some permanent residents will need to pick up their PR card at a local CIC office. We are randomly selecting 10% of permanent residents as part of a pilot project.

If you need to pick up your card, we will contact you to schedule an appointment. If you cannot go to your appointment, you can reschedule it with the local office.

If you do not pick up your card within 180 days, it will be destroyed and you will have to re-apply.

Permanent Resident cards are not mailed outside of Canada.
It doesn't say that they can't be sent outside Canada. Just that CIC will not send them outside.
